Plenty to search and destroy
One seeks to extend his rule

Tom's Commentary

Earth over water. Water flowing underground. Dangerous strength hidden from view.

The strong yang line is buried in the second place -- representing not the ruler who sends men off to war but the capable commander who does the best with what he's been given.
